There is a two page letter from Thomas H. Ellis printed stating that he propose[s] to sell them to the state at the price of two thousand dollars, receivable in the six percent, registered stock of the commonwealth, at par. Cover letter from the Governor recommending that it be done. This is totally original as-found. I have not messed with it.

I believe this to be a unique opportunity. Google shows a listing in an old Library of Virginia catalog, but I can find no other copy of this booklet reproduced or accessible or for sale or for reference.
