"The following Proclamation is appended to the Message:". Which has the complete text of the:'Proclamation signed: Abraham Lincoln, in which he makes an offer to the Confederates States to re-join the Union.

Then are the reports of the Secretary of Navy and the Secretary of War, which carry over to page 2. A wealth of fine, reflective commentary on the events of 1863, a turning point in the Civil War. Four pages, very nice condition.
