Certainly the most significant content in this issue is the content relating to the establishment of the Southern Confederacy, as the Confederate Constitution and Presidency are declared permanent and no longer provisional.

Going hand-in-hand with this is the inauguration of Jefferson Davis as the President of the Confederacy, with all of the first column & a portion of the second column on the front page taken up with text headed: "INAUGURAL ADDRESS Of President Jefferson Davis, Delivered in Richmond, February 22, 1862". Following this is reporting from the: "Confederate Congress" which has as a subhead: "The Inaugural Ceremonies".

Simply terrific text to have in a newspaper from the capital of the Confederacy--the city where Davis was inaugurated. Page 3 has the official: "Proclamation By the President" ending the Provisional Government & beginning the permanent government of the Confederacy, which is signed in type by: Jefferson Davis, and begins.
