One of my amazing customers, who is very well versed in the Civil War, let me know that this is a very rare find! The Great Seal eagle on it signifies that this is from the Civil War period and, as a bonus, it is in the key of B which is VERY unusual for the era! In his words, this is a "Rich child's Civil War era patriotic toy".

He came to this conclusion from prior experience with these as well as stating that the position of the holes would have made it difficult to use in a windy battlefield.
