Congressman, Union Army officer, and later Minister Resident to Japan. During the Civil War, he served as colonel and commander of the 107th and 117th New York Infantry and helped organize seventeen Union regiments at the Elmira depot. As Chairman of the Committee on Militia, he was an important legislative figure during the war. Later in life, he became a Florida Supreme Court justice.
