
Iowa General William Milo Stone was Colonel of the 3rd Iowa Volunteers and wounded leading the May 22 1863 Assault on Vicksburg. He resigned after being nominated for Governor of Iowa by the GOP. While Governor, Iowa Volunteers and families deluged the Governor with requests for commissions, transfers, furloughs etc, forcing Governor Stone to issue this Executive Department Circular at Des Moines, October 1, 1864, ordering all Iowa Volunteer requests for commissions, furloughs and transfers of Iowa soldiers to Iowa hospitals to be directed to the Iowa State Agent for US Volunteers, and applications for promotions and commands of Iowa units must be directed to the US Government. The Circular is 3 pp 8 x 5 ptd, with applied yellow paper seal of the State of Iowa & an ink notation by Major George Jay North as the Governor's Military Secretary.
Major North was a veteran of the 47th Iowa Infantry. He died at age 32 in 1870 and is buried in Woodland Cemetery, Des Moines. His widow, Ada Miles North, the first woman State of Iowa Librarian was notable for her crucial role in establishing the State Library.
