The wool is missing from the interior. This pouch is missing both belt loops and has been modified by cutting a loop into the back of the pouch. Additionally, a portion of leather hide has been inserted behind the modified loop to strengthen the modification and keep the contents inside the pouch -- a very clever fix to maintain the usability of the pouch. Without a doubt the repair is very old indicating that his may have been a necessary wartime. (of a Federal or Southern soldier).This also may be a later Indian Wars modification.
